After years of rising jugging attacks in Austin, Texas bill heads to full senate for vote

Never heard of this term. The article refers to it as both jugging and juggling. Anyway seems like this should already be a crime, so I don’t know why they need additional laws specifically for this. Can’t they just enforce the existing laws?

I'm confused. How is this different from mugging/robbing people?
